The Peaceful Revolution Youth Council, in a statement, welcomed the recent statement by the Office of the Special Adviser to the Secretary-General of the United Nations and his envoy to Yemen expressing deep concern about the ongoing violence in Amran and other areas of the north,
where the Houthis, armed groups, and army units are fighting, and shared their profound regret for the loss of life and the dire humanitarian situation faced by the city's residents and the displaced.
The Council values the Special Adviser's urgent appeal for an immediate halt to the ongoing violence, particularly in the city of Amran, where the Houthis seek to gain control over certain locations, and his plea to uphold the existing cease-fire agreement established by the presidential committee tasked with resolving tensions in the Amran governorate.
The Council strongly supports the Special Adviser's vision for a permanent cessation of violence in the north, which includes the formulation of a peace plan based on the outcomes of the National Dialogue Conference, calling for the disarmament and recovery of heavy and medium weapons from all parties, groups, and individuals, thereby restoring state ownership and control, and enabling the state to regain its monopoly on the use of force.
Consequently, the Council urges the Office of the Special Adviser to the Secretary-General of the United Nations to develop a preliminary peace plan, as suggested in the statement, and submit it to the National Commission for the Implementation of the Outcomes of the Dialogue Conference, the President, and the Government for approval and consistent implementation.
Additionally, the Council aligns with the Special Envoy's plea for all parties to uphold their responsibilities in accordance with relevant international humanitarian and human rights laws, emphasizing the crucial importance of enabling unimpeded and secure humanitarian access to evacuate the injured and guarantee the provision of aid to all vulnerable populations.
